At Care First Rehabilitation, we believe that individuals with traumatic brain injuries (TBI), including those who present with serious behavioral challenges, deserve the opportunity to live in the community just like anyone else. Our residential programs are designed not only to provide housing, but to deliver structured, person-centered care that addresses the complex needs of this population.

Through a combination of specialized personnel, including behavioral technicians and psych-trained nurses, and extensive clinical experience, we create environments where individuals can thrive. We understand that behavioral complexities—whether stemming from cognitive deficits, emotional dysregulation, or psychiatric overlay—require tailored interventions rooted in consistency, empathy, and proven therapeutic strategies.
Our team works collaboratively to develop behavior support plans, offer psychosocial engagement, and manage day-to-day risks in a way that fosters growth and safety. Every action is intentional, aiming to support rehabilitation, recovery, and community inclusion.
However, delivering this level of care comes at a cost. The work involved in serving this highly vulnerable group is intensive. It demands higher staffing ratios, specialized training, and constant oversight. Therefore, we must receive an appropriate daily per diem and a separate attendant care arrangement which are essential from insurers.
Undervaluing the effort required jeopardizes both the quality of care and the stability of these placements. Care First Rehabilitation will always advocate for the resources necessary to maintain safe, effective, and compassionate programming. We are committed to our mission—but we will not compromise our standards to fit within outdated or inappropriate funding models.
With the right supports and adequate reimbursement structures, individuals with TBI and behavioral needs can be served successfully in the community. And at Care First, we are proud to lead the way in making that possible.
